In Matthew 18 Jesus takes the Good Shepherd material and applies it to his disciples. They must watch over and care for the sheep in such a way that none of the little ones are lost. The Good Shepherd who has been identified with God - especially with Jesus - is putting in place undershepherds to share the work of caring for his sheep.
